A throttle opening degree upper limit switching unit switches an upper limit value of an opening degree of a throttle based on a determination result of the purge control implementation determination unit. A throttle opening degree control unit controls the opening degree of the throttle so as not to exceed the upper limit value set by the throttle opening degree upper limit switching unit.
