The invention discloses a swinging frame and a land leveller and relates to the field of engineering machines. The swinging frame is used for optimizing the structure of an existing swinging frame. The swinging frame comprises a supporting beam assembly and a connection portion. The supporting beam assembly is configured to comprise a beam structure with the top ends connected in sequence; and theconnection portion is arranged at the top end of the supporting beam assembly. Due to a supporting beam of the above structure, under the same bearing capacity, the supporting beam assembly of the above structure is smaller in structure, each beam can perform bearing, the occupied volume and the weight are both smaller, improvement of the whole vehicle performance is facilitated, and implementation of whole vehicle light weight is facilitated.
