What is Claimed:

1. An apparatus comprising a processor and a memory, the apparatus further including

computer-executable instructions stored in the memory of the apparatus which, when executed by the processor of the node, cause the apparatus to:

receive a location context request from a server;

obtain location context information from a core network node; and

provide a location context to the server.

2. The apparatus of claim 1, wherein the location context includes location information of user equipment (UE)

3. The apparatus of claim 1, wherein the location context includes congestion information.

4. The apparatus of claim 3, wherein the congestion information is user plane congestion information.

5. The apparatus of claim 3, wherein the congestion information is control plane congestion information.

6. The apparatus of claim 1, wherein the location context includes information about available Radio Access Technologies (RATs).

7. The apparatus of claim 1 , wherein the core network node is a Gateway Mobile Location Center (GMLC).

8. The apparatus of claim 1, wherein the core network node is a Home Subscriber Server (HSS).

9. The apparatus of claim 1, wherein the core network node is a Policy and Charging Rules Function (PCRF).

10. The apparatus of claim 9, wherein the Policy and Charging Rules Function (PCRF) obtains the location context information from a Policy and Charging Enforcement Function (PCEF).

11. The apparatus of claim 9, wherein the Policy and Charging Rules Function (PCRF) obtains the location context information from a Radio Access Network (RAN) Congestion

Awareness Function (RCAF).

12. The apparatus of claim 1, wherein the core network node is a Policy and Charging

Enforcement Function (PCEF).

13. The apparatus of claim 1, wherein the core network node is a Radio Access Network (RAN) Congestion Awareness Function (RCAF).

14. The apparatus of claim 1, wherein the core network node is a Mobility Management Entity (MME).

15. The apparatus of claim 1, wherein the core network node is a Serving GPRS Support Node (SGSN).

16. The apparatus of claim 1, wherein the core network node is a 3GPP Authentication,

Authorization, and Accounting (AAA) Server.

17. The apparatus of claim 1 wherein, the apparatus is a Service Capability Exposure Function (SCEF).

18. A method for use by an apparatus wherein the apparatus comprises a processor and memory, and wherein the apparatus further includes computer-executable instructions stored in the memory which, when executed by the processor, perform functions of a method comprising:

receiving a location context request from a server;

obtaining location context information from a core network node; and

providing a location context to the server.

19. The method of claim 18 wherein, the apparatus is a Service Capability Exposure Function (SCEF).

20. An apparatus comprising a processor and a memory, the apparatus further including computer-executable instructions stored in the memory of the apparatus which, when executed by the processor of the node, cause the apparatus to:

receive a group message delivery request from a server;

obtain location context information from a core network node; and

using the location context information to determine how to deliver the group message.

21. The apparatus of claim 20, wherein the location context includes the UE's location, available RATs, or congestion information.

22. The apparatus of claim 20 wherein, the apparatus is a Service Capability Exposure Function (SCEF).
