The present invention is provided with: a transmission/reception unit (27) that communicates via a communication network with each of a plurality of local voltage control devices that, on the basis of a command value updated for each first period, adjusts at a second period a control quantity for a plurality of voltage control apparatuses that control the voltage of a distribution line of a high-voltage system; a commandable range updating unit (23) that, on the basis of control results that are received via the transmission/reception unit (27) from the local voltage control devices that control reactive-power-adjusting voltage control apparatuses, and that are a limit value time at which the reactive power generated by the voltage control apparatus within a determined time reaches the limit value of the control range or a limit value time fraction resulting from dividing the limit value time by the determined time, determines a commandable range that is a range of reactive powers that can be commanded to local voltage control devices; and a reactive power determination unit (26) that determines reactive power command values, which are command values respectively transmitted via the transmission/reception unit (27) to the local voltage control devices that control reactive-power-adjusting voltage control apparatuses and are updated for each first period on the basis of the commandable range.

La présente invention comprend : une unité d'émission/réception (27) qui communique, par l'intermédiaire d'un réseau de communication, avec chaque dispositif d'une pluralité de dispositifs locaux de régulation de tension qui ajustent, au cours d'une seconde période, une valeur de commande pour une pluralité d'appareils de régulation de tension qui régulent la tension d'une ligne de distribution d'un système haute tension, sur la base d'une valeur de commande mise à jour pour chaque première période; une unité de mise à jour de plage de commande (23) qui détermine une plage de commande qui est une plage de puissances réactives pouvant être commandées sur les dispositifs locaux de régulation de tension, sur la base de résultats de commande transmis par l'unité d'émission /réception (27) et reçus par les dispositifs locaux de régulation de tension qui commandent des appareils de régulation de tension à ajustement de la puissance réactive et qui constituent une valeur temporelle limite à laquelle la puissance réactive générée par l'appareil de régulation de tension dans un laps de temps prédéterminé atteint al valeur limite de la plage de commande ou une fraction de valeur temporelle limite résultant de la division de la valeur temporelle limite par un temps prédéterminé; et une unité de détermination de puissance réactive (26) qui détermine les valeurs de commande de puissance réactive qui sont des valeurs de commande respectivement transmises par l'unité d'émission/réception (27) aux dispositifs locaux de régulation de tension qui commandent les appareils de régulation de tension à ajustement de la puissance réactive et qui sont mises à jour pour chaque première période sur la base de la plage de commande.
