In the present invention, a power processing unit measures, for a plurality of consumers, the power supply supplied to each consumer from a dispersed power source that accumulates, in a storage cell, power generated by a solar power generation device and supplies the power accumulated in the storage cell to the outside. A storage unit stores a change pattern that indicates temporal changes in the power supply that was measured for each consumer by the power processing unit. A control unit determines that power theft is occurring when the power supply to a consumer that was measured by the power processing unit is higher than a prescribed threshold, or more than a power supply at a measurement point determined from the change pattern of the consumer of the measurement target.

Selon la présente invention, une unité de traitement d'énergie mesure, pour une pluralité de consommateurs, l'énergie fournie à chaque consommateur par une source d'énergie dispersée qui accumule, dans un accumulateur, de l'énergie produite par un dispositif de production d'énergie solaire et fournit l'énergie accumulée dans l'accumulateur à l'extérieur. Une unité de stockage stocke un profil de variation qui indique des variations temporelles de l'énergie fournie qui a été mesurée pour chaque consommateur par l'unité de traitement d'énergie.
