PROBLEM TO BE SOLVED: To provide a transcoding technique excellent in processing efficiency, capable of suppressing a decrease in coding efficiency while suppressing a decrease in image quality.

SOLUTION: The transcoding device is configured to transcode one encoded stream into a plurality of encoded streams. A decoding unit 100 is configured to decode a first encoded stream and output a first decoded image. A first re-encoding unit 200 re-encodes the first decoded image on the basis of the first encoded stream to generate a second encoded stream having a bit rate lower than that of the first encoded stream.

【課題】画質の低下を抑制しながら符号化効率の低下も抑制することのできる処理効率の良いトランスコード技術を提供する。
【解決手段】１つの符号化ストリームを複数の符号化ストリームにトランスコードするトランスコード装置において、復号部１００は、第１の符号化ストリームを復号して第１の復号画像を出力する。第１の再符号化部２００は、第１の符号化ストリームに基づいて第１の復号画像を再符号化して、第１の符号化ストリームよりもビットレートが小さい第２の符号化ストリームを生成する。
