A vehicle control device, for controlling a vehicle to travel at a prescribed set speed, the vehicle being provided with a transmission having a direct gear and normal gears that include an overdrivegear, which is a gear with a lower gear ratio than that of the direct gear, is provided with: a travel segment determination unit which determines a next travel segment, which is a travel segment witha different road slope from that of the current travel segment where the vehicle is currently traveling; a current gear stage selection unit which, on the basis of the travel resistance of the vehicle, selects a current gear stage, which is the gear stage of the transmission in the current travel segment; a next gear stage selection unit which, on the basis of the estimated value of the travel resistance of the vehicle in the next travel segment, selects a next gear stage, which will be the gear stage of the transmission in the next travel segment; and a shift control unit which, on the condition that the difference between a set speed and the vehicle speed is within a prescribed range, when the vehicle has reached the next travel segment, changes the gear stage of the transmission to thenext gear stage selected by the next gear stage selection unit.
