According to the present invention, an evaluation index calculation unit (12) calculates an evaluation index for each of a plurality of measurement time periods using measured vibration acceleration.A multivariate analysis unit (14) performs multivariate analysis using a relational expression in which the evaluation index is set as an objective variable, the travelling speed is set as a quantitative explanatory variable, and the measurement time period is set as a qualitative explanatory variable, so as to obtain a category score for each of the plurality of measurement time periods. A statechange evaluation unit (16) evaluates the change of a state at a predetermined point of a track, on the basis of the change of the category score obtained for each of the plurality of measurement timeperiods. With this, the state of a track is evaluated simply at a low cost without being affected by the change of the travelling speed of a railway vehicle.

评价指标计算部(12)针对多个测定时期的每一个使用测量到的振动加速度来计算评价指标。多变量分析部(14)进行使用了以评价指标作为目标变量、以行驶速度作为量的说明变量、以测定时期作为质的说明变量的关系式的多变量分析,求出多个测定时期各自的类别评分。状态变化评价部(16)根据求出的多个测定时期各自的类别评分的变化,来评价轨道的规定的地点的状态的变化。由此,能够不被铁路车辆的行驶速度的变化影响而简易且廉价地评价轨道的状态。
