Provided are a coagulation monitoring device and coagulation monitoring method capable of stably measuring the coagulation state of water being treated even if a floc count (density) increases. A measurement light irradiation unit (laser light irradiation unit 10) irradiates measurement light onto a measurement region (18) for water being treated (8), and a scattered light reception unit (12) receives light scattered by particles of the water being treated. A measurement value calculation unit (calculation circuit 48) uses the amplitude of a light reception signal obtained by the scattered light reception unit to calculate an index relating to the coagulation of the water being treated.
