Provided is a seawater quantity controller for a scrubber that can be stably operated in supplying an appropriate quantity of seawater to a scrubber so that the concentration of sulfur oxides in treated exhaust gas does not exceed a regulatory value. This seawater quantity controller for a scrubber, which controls the quantity of seawater supplied to a scrubber that brings sulfur oxides contained in exhaust gas into contact with seawater and removes the sulfur oxides, is provided with: a minimum seawater quantity converter (61) that calculates, from an engine output and the sulfur component of a fuel oil, a minimum seawater quantity, which is the minimum quantity of seawater required for an absorption reaction of sulfur oxides by seawater; a seawater quantity correction converter (68) that calculates a corrected quantity of seawater, which is the quantity of seawater at which the sulfur oxides contained in the exhaust gas discharged from the scrubber to the atmosphere are less than or equal to a set value; a summation element (69) that calculates a set seawater quantity by summing up the minimum seawater quantity and the corrected seawater quantity; and a pump controller (70) that performs control in such a manner that seawater in the amount of the set seawater quantity is supplied to the scrubber.
