This network overseeing device is provided with a monitor unit for monitoring data transmitted by a network for overseeing and controlling the power system of a transformer substation, a system fault discrimination database that expresses the correspondence between a fault in the power system and the type of data transmitted by the network, a computation unit for computing the amount of data monitored by the monitor unit, a first discrimination unit for discriminating whether the amount of data is greater than a threshold value, a second discrimination unit for discriminating whether a system fault has occurred on the basis of the system fault discrimination database and the type of data being monitored in the case that the monitored transmission amount is greater than the threshold value, and a stop controller for stopping the discrimination carried out by the first discrimination unit when the second discrimination unit has discriminated that the system fault has occurred.
