CLAIMS:

1. A method in a user equipment (110), comprising:

receiving (604), from a network node (115), a request to configure a first component carrier (202-216) at the user equipment for dual connectivity operation;

determining (608) whether a total number of currently configured component carriers including the first component carrier associated with the request exceeds a threshold number of component carriers that the user equipment can use for dual connectivity operation; and performing (612) one or more component carrier related radio operations based at least in part on the determination of whether the total number of currently configured component carriers including the first component carrier associated with the request exceeds the threshold number of component carriers that the user equipment can use for dual connectivity operation.

2. The method of Claim 1, wherein performing one or more component carrier related radio operations comprises:

upon determining that the total number of currently configured component carriers including the first component carrier associated with the request exceeds the threshold number of component carriers that the user equipment can use for dual connectivity operation, autonomously denying the request to configure the first component carrier.

3. The method of Claim 2, further comprising communicating, to the network node, an indication that the request to configure the first component carrier at the user equipment for dual connectivity operation has been denied.

4. The method of any of Claims 1-3, further comprising communicating, to a second network node (115), an indication that the request to configure the first component carrier at the user equipment for dual connectivity operation has been denied.

5. The method of Claim 1, wherein the network node is a first network node (115) having an associated first priority level, and the method further comprises:

receiving, from a second network node (115), a request to configure a second component carrier at the user equipment for dual connectivity operation, the second network node having an associated second priority level;

determining whether the first network node or the second network node has a higher priority level; and

wherein performing one or more component carrier related radio operations comprises upon determining that the first priority level associated with the first network node has the higher priority level, accepting the request to configure the first component carrier associated with the first network node.

6. The method of Claim 5, further comprising upon determining that the first network node has the higher priority level, down prioritizing one or more requests to configure one or more component carriers from the second network node.

7. The method of any of Claims 5-6, wherein the first priority level associated with the first network node and the second priority level associated with the second network node are based at least in part on one or more of temporal fairness between the first network node and the second network node and a link quality.

8. The method of any of Claims 5-7, wherein the first priority level associated with the first network node and the second priority level associated with the second network node are assigned by a third network node (115, 120).

9. The method of any of Claims 5-8, further comprising receiving information about one or more of the first priority level associated with the first network node and the second priority level associated with the second network node.

10. The method of any of Claims 5-9, further comprising accepting one or more requests from the second network node to configure a component carrier at the user equipment for dual connectivity operation, wherein a number of requests from the second network node that the user equipment may accept is limited to a difference between the threshold number of component carriers that the user equipment can use for dual connectivity operation and a number of component carriers already configured by the first network node.

11. The method of any of Claims 5-10, further comprising:

receiving a new component carrier configuration from the first network node having the higher priority level; and

reducing a number of component carriers configured by the second network node for dual connectivity operation in response to receiving the new component carrier configuration from the first network node.

12. The method of Claim 1, wherein the user equipment is configured with at least a primary component carrier associated with the first network node and one or more secondary component carriers associated with a second network node, and the method further comprises:

determining that radio link performance cannot be maintained on the primary component carrier associated with the first network node; and

replacing the primary component carrier associated with the first network node with one of the one or more secondary component carriers associated with the second network node.

13. The method of Claim 12, wherein determining that radio link performance cannot be maintained on the primary component carrier associated with the first network node comprises detecting consecutive out of sync measurements on the primary component carrier associated with the first network node as part of radio link monitoring.

14. The method of any of Claims 12-13, further comprising:

determining whether a signal quality of one or more component carriers configured by the first network node and the second network node is above an out-of-sync threshold; and serving component carriers from the first network node and the second network node only if both the signal quality of both the first network node and the second network node is above the out-of-sync threshold.

15. The method of Claim 1, wherein the network node is a first network node

(115), the request to configure the first component carrier is a first request, and the first component carrier has an associated first carrier aggregation type, the method further

comprising:

receiving, from a second network node (115), a second request to configure a second component carrier at the user equipment for dual connectivity operation, the second component carrier having an associated second carrier aggregation type; and

wherein performing one or more component carrier related radio operations comprises accepting one or more of the first request to configure the first component carrier from the first network node and the second request to configure the second component carrier from the second network node based at least in part on one or more of the first carrier aggregation type and the second carrier aggregation type.

16. The method of Claim 15, further comprising rejecting one or more of the first request to configure the first component carrier from the first network node and the second request to configure the second component carrier from the second network node based at least in part on one or more of the first carrier aggregation type and the second carrier aggregation type.

17. The method of any of Claims 15-16, wherein the first and second carrier aggregation types comprise one of intra-band carrier aggregation or inter-band carrier aggregation.

18. The method of Claim 1, wherein:

the network node is a first network node (115);

the first component carrier has an associated first priority level; and

the method further comprises:

receiving, from a second network node (115), a request to configure a second component carrier at the user equipment for dual connectivity operation, the second component carrier having an associated second priority level;

determining whether the first component carrier or the second component carrier has the higher priority level; and

upon determining that the first component carrier has the higher priority, accepting the request to configure the first component carrier at the user equipment from the first network node.

19. The method of Claim 18, further comprising:

determining that the first component carrier has a higher priority than a previously configured component carrier; and

upon determining that the first component carrier has a higher priority than the previously configured component carrier, replacing the previously configured component carrier with the first component carrier.

20. The method of any of Claims 18-19, wherein the priority level of the first and second component carriers is based on one or more of:

a random assignment;

a frequency range of each component carrier;

a frequency band of each component carrier;

a load of each component carrier; and

a usage of each component carrier.

21. A user equipment (110), comprising:

one or more processors (720) configured to:

receive (604), from a network node (115), a request to configure a first component carrier (202-216) at the user equipment for dual connectivity operation;

determine (608) whether a total number of currently configured component carriers including the first component carrier associated with the request exceeds a threshold number of component carriers that the user equipment can use for dual connectivity operation; and perform (612) one or more component carrier related radio operations based at least in part on the determination of whether the total number of currently configured component carriers including the first component carrier associated with the request exceeds the threshold number of component carriers that the user equipment can use for dual connectivity operation.

22. The user equipment of Claim 21, wherein the one or more processors configured to perform one or more component carrier related radio operations comprise one or more processors configured to:

upon determining that the total number of currently configured component carriers including the first component carrier associated with the request exceeds the threshold number of component carriers that the user equipment can use for dual connectivity operation, autonomously deny the request to configure the first component carrier.

23. The user equipment of Claim 22, wherein the one or more processors are further configured to communicate, to the network node, an indication that the request to configure the first component carrier at the user equipment for dual connectivity operation has been denied.

24. The user equipment of any of Claims 21-23, wherein the one or more processors are further configured to communicate, to a second network node (115), an indication that the request to configure the first component carrier at the user equipment for dual connectivity operation has been denied.

25. The user equipment of Claim 21, wherein the network node is a first network node (115) having an associated first priority level, and the one or more processors are further configured to:

receive, from a second network node (115), a request to configure a second component carrier at the user equipment for dual connectivity operation, the second network node having an associated second priority level;

determine whether the first network node or the second network node has a higher priority level; and

wherein the one or more processors configured to perform one or more component carrier related radio operations comprise one or more processors configured to upon determining that the first priority level associated with the first network node has the higher priority level, accept the request to configure the first component carrier associated with the first network node.

26. The user equipment of Claim 25, wherein the one or more processors are further configured to upon determining that the first network node has the higher priority level, down prioritize one or more requests to configure one or more component carriers from the second network node.

27. The user equipment of any of Claims 25-26, wherein the first priority level associated with the first network node and the second priority level associated with the second network node are based at least in part on one or more of temporal fairness between the first network node and the second network node and a link quality.

28. The method of any of Claims 25-27, wherein the first priority level associated with the first network node and the second priority level associated with the second network node are assigned by a third network node (115, 120).

29. The method of any of Claims 25-28, wherein the one or more processors are further configured to receive information about one or more of the first priority level associated with the first network node and the second priority level associated with the second network node.

30. The user equipment of any of Claims 25-29, wherein the one or more processors are further configured to accept one or more requests from the second network node to configure a component carrier at the user equipment for dual connectivity operation, wherein a number of requests from the second network node that the user equipment may accept is limited to a difference between the threshold number of component carriers that the user equipment can use for dual connectivity operation and a number of component carriers already configured by the first network node.

31. The user equipment of any of Claims 25-30, wherein the one or more processors are further configured to:

receive a new component carrier configuration from the first network node having the higher priority level; and

reduce a number of component carriers configured by the second network node for dual connectivity operation in response to receiving the new component carrier configuration from the first network node.

32. The user equipment of Claim 21, wherein the user equipment is configured with at least a primary component carrier associated with the first network node and one or more secondary component carriers associated with a second network node, and the one or more processors are further configured to:

determine that radio link performance cannot be maintained on the primary component carrier associated with the first network node; and

replace the primary component carrier associated with the first network node with one of the one or more secondary component carriers associated with the second network node.

33. The user equipment of Claim 32, wherein the one or more processors configured to determine that radio link performance cannot be maintained on the primary component carrier associated with the first network node comprise one or more processors configured to detect consecutive out of sync measurements on the primary component carrier associated with the first network node as part of radio link monitoring.

34. The user equipment of any of Claims 32-33, wherein the one or more processors are further configured to:

determine whether a signal quality of one or more component carriers configured by the first network node and the second network node is above an out-of-sync threshold; and serve component carriers from the first network node and the second network node only if both the signal quality of both the first network node and the second network node is above the out-of-sync threshold.

35. The user equipment of Claim 21, wherein the network node is a first network node (115), the request to configure the first component carrier is a first request, and the first component carrier has an associated first carrier aggregation type, the one or more processors further configured to:

receive, from a second network node (115), a second request to configure a second component carrier at the user equipment for dual connectivity operation, the second component carrier having an associated second carrier aggregation type; and

wherein the one or more processors configured to perform one or more component carrier related radio operations comprise one or more processors configured to accept one or more of the first request to configure the first component carrier from the first network node and the second request to configure the second component carrier from the second network node based at least in part on one or more of the first carrier aggregation type and the second carrier aggregation type.

36. The user equipment of Claim 35, wherein the one or more processors are further configured to reject one or more of the first request to configure the first component carrier from the first network node and the second request to configure the second component carrier from the second network node based at least in part on one or more of the first carrier aggregation type and the second carrier aggregation type.

37. The user equipment of any of Claims 35-36, wherein the first and second carrier aggregation types comprise one of intra-band carrier aggregation or inter-band carrier aggregation.

38. The user equipment of Claim 21, wherein:

the network node is a first network node (115);

the first component carrier has an associated first priority level; and

the one or more processors are further configured to:

receive, from a second network node (115), a request to configure a second component carrier at the user equipment for dual connectivity operation, the second component carrier having an associated second priority level;

determine whether the first component carrier or the second component carrier has the higher priority level; and

upon determining that the first component carrier has the higher priority, accept the request to configure the first component carrier at the user equipment from the first network node.

39. The user equipment of Claim 38, wherein the one or more processors are further configured to:

determine that the first component carrier has a higher priority than a previously configured component carrier; and

upon determining that the first component carrier has a higher priority than the previously configured component carrier, replace the previously configured component carrier with the first component carrier.

40. The user equipment of any of Claims 38-39, wherein the priority level of the first and second component carriers is based on one or more of:

a random assignment;

a frequency range of each component carrier;

a frequency band of each component carrier;

a load of each component carrier; and

a usage of each component carrier.
