PURPOSE: A method for measuring an effective value of a voltage of a micro signal included in a noise riffle is provided to obtain a real value of an impedance voltage by excluding a noise signal such as a riffle voltage from the impedance voltage.

CONSTITUTION: A frequency of a constant current applied to a target commercial frequency is determined as s times of a frequency of commercial power in order to determine a frequency of an impedance voltage generated by the constant current as s times of the frequency of commercial power. A noise removal circuit such as a narrow band pass filter is used for passing only noise riffle voltage signals similar to the frequency of the constant current. In a first block, the noise riffle voltage is obtained during a constant integral period in the absent state of the constant current. In a second block, the impedance voltage is induced by supplying the constant current to the target. An AC instantaneous voltage including the impedance voltage and the noise riffle voltage is obtained during the integral period. An accurate value of the impedance voltage is calculated by using an effective value extraction method.
