It is claimed:
1. A composition comprising:
a first polymer having components represented by the formula X'mY'π wherein component X' represents a particle-attaching group; component Y' represents a first non-covalently-associative group; and "m" and "n" separately represent an integer at least equal to 1; and
a second polymer having components represented by the formula Y"Z' wherein component Y" represents a second non-covalently-associative group; and component Z' represents a group operative to disperse the particle, when attached by said first polymer, within an aqueous environment.
2. A composition of claim 1 wherein said Y' and Y" represent repeating units comprising at least one non-covalently-associative group.
3. The composition of claim 1 wherein "m" is an integer of 2 to 2000 and "n" is an integer of 1 to 2000.
4. The composition of claim 1 wherein said first polymer has the formula
-[CH2-CR'(COOM)]m - [CH2 - CR'R2],,-wherein R1 = hydrogen or -CH3. R2 = -I'-(OA)j-R3 wherein - 1'- represents -COO-, -CONH-, -CH2O-, -O-, or mixture thereof; OA represents a C2 to C3 alkylene oxide repeating unit and "j" = 0 - 10; R3 represents an alkyl group, alkylphenyl group, or (OB')k group wherein OB' represents a C3 to C5 alkylene oxide repeating unit and "k" = 10-90; M = hydrogen, an alkali or alkaline earth metal, or ammonium ion; "m" = 1 - 2000; and "n" = 1 - 2000.
5. The composition of claim 4 wherein the ratio of m.n is 100: 1 to 3: 1.

6. The composition of claim 1 wherein said second polymer has the formula
R3-(AO)p-R' or R3-(AO)p-R3
wherein R3 represents an alkyl group, alkylphenyl group, or (OB ')k group wherein OB' represents a C3 to C5 alkylene oxide repeating unit and "k" = 10-90; AO represents a C2 to C3 alkylene oxide repeating unit and "p" =0-10; and R1 = hydrogen or -CH3.

7. The composition of claim 6 wherein said second polymer has the formula R3-(AO)p-R'.
8. The composition of claim 1 wherein said first polymer has the formula
-[CH2-CR,(COOM)]m - [CH2 - CR'R2]n-wherein R1 = hydrogen or -CH3; R2 = -I'-(OA)j-R3 wherein - I'- represents -COO-, -CONH-, -CH2O-, -O-, or a mixture thereof; OA represents a C2 to C3 alkylene oxide repeating unit, and "j" = 0 - 10; R3 represents an alkyl group, alkylphenyl group, or (OB')k group wherein OB' represents a C3 to C5 alkylene oxide repeating unit and "k" = 10 - 90; M = hydrogen, an alkali or alkaline earth metal, or ammonium ion; "m" = 1 - 2000; and "n" = 1 - 2000; and
wherein said second polymer has the formula
R3-(AO)p-R' or R3-(AO)p-R3
wherein R3 represents an alkyl group, alkylphenyl group, or (OB')k group wherein OB' represents a C3 to C5 alkylene oxide repeating unit, and "k" = 10-90; AO represents a C2 to C3 alkylene oxide repeating unit, and "p" =0-10; and R1 = hydrogen or -CH3.
9. The composition of claim 1 wherein X' at least one carbonyl group, carboxylate, carboxylic acid, hydroxyl group, hydroxylate or oxide, sulfonyl group, sulfate, sulfonate, phosphonyl group, phosphonate group, boronic acid or its derivatives, an amine, or mixture thereof.
10. The composition of claim 1 wherein Y' and Y" each separately comprise a hydrophobic group selected from the C4-C20 alkyl groups, alkylaryl groups, and mixtures or derivatives thereof
11. The composition of claim 1 wherein Z' comprises ethylene oxide groups, polyethylene oxide groups, or mixtures thereof.
12. The composition of claim 1 wherein Z' comprises ethylene oxide groups.
13. The composition of claim 1 wherein Z' comprises oxyalkylene groups comprising EO/PO groups.
14. The composition of claim 1 wherein said non-covalently-associative groups are hydrophobic.

15. The composition of claim 1 wherein said non-covalently-associative groups are identical.
16. The composition of claim 1 wherein said non-covalently-associative groups are not identical.
17. A composition comprising particles dispersible within an aqueous environment, and further comprising the composition of claim 1.
18. The composition of claim 1 wherein said dispersible particles comprise cement.
19. A composition comprising particles and at least one component selected from the group consisting of:
a first polymer having components represented by the formula X'mY'n wherein component X' represents a particle-attaching group; component Y' represents a first non-covalently-associative group; and "m" and "n" separately represent an integer at least equal to 1 ; and
a second polymer having components represented by the formula Y"Z' wherein component Y" represents a second non-covalently-associative group; and component Z' represents a group operative to disperse the particle, when attached by said first polymer, within an aqueous environment.
20. The composition of claim 19 wherein said particles comprise cement particles, and said first polymer comprises a cement particle attaching group.
21. Method for modifying the rheology or flowability property of a particle-containing aqueous environment, comprising introducing to said particles at least one of said polymer components described in claim 1.
22. Method of claim 21 comprising introducing to said particles both polymer components described in claim 1.
23. Method of claim 22 comprising introducing to said particles one of said polymer components described in claim 1 at a time prior to addition of mix water.
24. Method of manufacturing a rheology modifier comprising:
introducing to particles which are intended to be dispersed within an aqueous environment a first polymer represented by the formula X'mY'n wherein X' represents a particle attaching group; Y' represents a first non-covalently associative group; and "m" and "n" separately represent an integer at least equal to 1; and a second polymer represented by the formula Y"Z' wherein Y" represents a second non-covalently-associative group; and Z' represents a particle-dispersing group, whereby a non-covalently-associated complex is formed between said first and second polymers.
25. The method of claim 24 wherein said first polymer is introduced to said particles before said second polymer is introduced to said particles.
26. The method of claim 24 wherein said first and second polymers are introduced to said particles within an aqueous environment.
27. Method for modifying the rheology of a cementitious composition comprising introducing to cement particles, during the manufacture of said cement particles, said first polymer component X'Y' of claim 1, and, during the formation at a subsequent time of mortar or concrete from said cement particles, introducing to said cement particles said second polymer Y"Z' of claim 1.
