PROBLEM TO BE SOLVED: To limit a communication band of each flow appropriately in a best-effort communication line.

SOLUTION: A communication control device identifies the top N flows in descending order of the amount of communication input to a communication line as flows for which a communication band is limited, and limits a communication band for a flow group for which the communication band is limited to a predetermined limit band so that the total amount of communication of the flows input to the communication line is a predetermined line capacity or less. Here, the communication control device determines the value of N such that the restricted band is equal to or larger than the communication amount of the flow with the largest communication amount from among the flow groups for which the communication band is not limited, and is less than or equal to the communication amount of the flow with the smallest communication amount from among the flow groups for which the communication band is limited.

【課題】ベストエフォートの通信回線において、各フローの通信帯域の制限を適切に行う。
【解決手段】通信制御装置は、通信回線に入力される通信量の多い順に上位N位までのフローを、通信帯域の制限対象のフローとして特定し、通信回線に入力されるフローの通信量の合計が、所定の回線容量以下となるよう、通信帯域の制限対象のフロー群への通信帯域を所定の制限帯域に制限する。ここで、通信制御装置は、制限帯域が、通信帯域の制限対象となっていないフロー群のうち通信量が最も大きいフローの通信量以上となり、かつ、通信帯域の制限対象のフロー群のうち通信量が最も小さいフローの通信量以下となるよう、Nの値を決定する。
