(EN) The contention-based uplink transmission can be effectively carried out. When the uplink grant includes CB-RNTI, the scheduling unit (2013) selects, at random, one of a plurality of radio resources indicated by the uplink grant. The scheduling unit (2013) generates control information to be used for controlling a transmitting unit (207) so as to multiplex PUSCH with the selected radio resource, and outputs the control information to a control unit (203). The scheduling unit (2013), when having successfully blind-decoded a plurality of uplink grants including CB-RNTI, selects, at random, one of all of a plurality of radio resources indicated by each of the plurality of uplink grants. The scheduling unit (2013) generates control information to be used for controlling the transmitting unit (207) so as to multiplex PUSCH with the selected radio resource, and outputs the control information to the control unit (203).
