The present disclosure provides computer-implemented systems, platforms and methods that support decisions related to investments in infrastructure and other assets intended to promote economic development. A geographical region is selected. Historical observations taken over a predefined timeframe associated with image and survey data for the geographical region are received. The historical observations are stored. A first categorical model is generated. The first categorical model has a first geospatial dataset related to one of economic, agricultural and infrastructure information based on the historical observations. A navigation map is generated that displays the first categorical model across the geographical region. An existing market summary is generated that reflects first statistics related to existing markets. A proposed market summary is generated that reflects second statistics related to proposed future markets in regions of interest. Comparisons are generated that illustrate projected differences in existing market results with projected results in proposed future markets.

The invention relates to a method of payment by a bearer to a merchant by virtue of a means of payment, characterized in that there is carried out by successive charges, for each product, good or service presented for purchase, a charge operating between several sources of financing, and consisting of a debit from one of the sources of financing or a transfer from one of these sources of financing; and in that, with each charge, data stored in the means of payment and/or in databases of a payment server are read, these data being accessible through a link to a central system or on a local replication, said data being used by the payment server to select and then collate charging and checking rules, defined, for each source of financing, by the bearer of the means of payment or by the financer with data dependent on the characteristics: of the good, of the product or of the service presented for purchase of the conditions of the purchase, comprising for example the data, material checks made at the time of purchase, options chosen by the purchaser as well as with data emanating from a database relating to the merchants and categories of products, goods or services.

An apparatus of serializer/deserializer is provided. Record data may be accessed from a financial institution and may be analyzed to identify patterns within the banking transactions. Deviations may be identified between a pre-benefit pattern and a post-benefit pattern by applying one or more rules, which may be ranked. The deviations that are identified may be determined to be either in compliance, in noncompliance, or within some acceptable level of compliance. A level of noncompliance outside of a range of acceptable noncompliance may result in generating a request for an action to be taken, such as an audit of the beneficiary. The aforementioned methods may be carried out using a computerized device.
