The present invention relates to a device that comprises a cylindrical body (1) containing a hydraulic engine (2), a spring-loaded return mechanism (3) as well as an extendable rod (14) connected to these two members. This invention is characterised in that the device also includes a mechanism (4) for rotating the perforator (5), wherein said mechanism is made in the form of a guiding insert (11) which is fixedly connected in the lower portion of the cylindrical body (1) and which comprises spiral grooves (10) formed in its walls. The grooves are used as guides for the plugs (9) which are connected at their lower ends to a profiled insert (7) rigidly attached at its inner surface to the rod (6) of the perforator (5). The profiled insert is also connected at the upper portion of its outer surface to the rod (14) of the hydraulic engine (2) via a support bearing (12) and a connection insert (13).
