The invention relates to building materials and can be used for producing cement, concrete and reinforced concrete. The inventive method for producing cement which forms a quick-dissolving interacting cementing material and exhibits a high early strength when mixed with a liquid, consists in sintering a raw cement mixture in a clinker furnace using a solid and/or liquid and/or gaseous fuel or other source of power. Said mixture contains main mineral oxides selected from a group which is disclosed in the inventive formula, possible impurities and chemical compounds which are returned to said furnace with dust separated from waste gases. The thus obtained product is embodied in the form of a Portland cement clinker which comprises at least three clinker materials selected from materials disclosed in the inventive formula. Said method also consists in introducing a mineral-forming promoter into the supplied raw cement mixture or a sintered material, said promoter being embodied in the form of a mineral-oxide additive containing at least two clinker materials from the groups disclosed in the inventive formula. The composition of the promoter and clinker is selected and maintained upon the basicity which is higher, without considering small ingredients, than the basicity of an eutectic melt crystallised at 1338 °C. The calculated values of electronegative chemical compounds having said compositions and compared with an analog calculated measure of the basicity of the eutectic clinker melt are used as the measure of basicity of said promoter and clinker. Said invention makes it possible to produce a low-alkali, low chromatic and easy-breakable clinker and increase the strength of cement and the hardening rate thereof.
