The base material sheet has a pleat part folded in a pleated shape with a fold line extending in the lateral direction as a base point. Multiple layers of the base material sheet are layered in the thickness direction in an unextended state in which the pleat part is not expanded. The cover part is provided with a welded part (15) in which fibers are welded in one layer of the base material sheet without straddling two or more layers. The welded part is provided so as not to overlap in the thickness direction in the unextended state.
