In order to prevent, in an LAA system supporting LBT, reduction in resource usage of the system, the present invention provides a radio base station that communicates with a user terminal capable of using a licensed band and unlicensed band. The radio base station comprises: an obtaining section that obtains information about an available time resource amount that is determined based on a result of LBT (Listen Before Talk) in the unlicensed band; and a control section that controls communication with the user terminal in the unlicensed band based on the information about the available time resource amount.

Afin d'éviter la diminution de l'efficacité d'utilisation des ressources système dans les systèmes Licensed-Assisted Access (LLA) utilisant l'accès multiple avec écoute de porteuse (LBT), une station de base sans fil selon un mode de réalisation de la présente invention communique avec des terminaux utilisateur pouvant utiliser des bandes sous licence et des bandes sans licence, et est caractérisée en ce qu'elle comprend une unité d'acquisition servant à acquérir des informations relatives à la quantité de ressources temporelles disponibles calculée à partir des résultats du LBT sur des bandes sans licence, ainsi qu'une unité de commande destinée à commander les communications avec le terminal utilisateur sur des bandes sans licence conformément aux informations relatives à la quantité de ressources temporelles disponibles.
