The embodiment of the present invention provides an encoding method, an encoding device, and a communication device. The encoding method includes the following steps that: a first sequence corresponding to a basic code length N0 is acquired; N bits to be encoded are determined, wherein the N bits to be encoded comprise N2 fixed bits, and N is greater than the basic code length N0; the first sequence is extended, so that a second sequence is obtained; the positions of the N2 fixed bits in the N bits to be encoded are determined according to polarization channel serial numbers indicated by firstN2 elements in the second sequence; and Polar encoding is performed on the N bits to be encoded, so that encoded bits can be obtained. Since the positions of the fixed bits in the N bits to be encoded are determined based on the second sequence, and the second sequence is extended on the basis of the first sequence corresponding to the basic code length N0, the complexity of the determination ofthe positions of the fixed bits in Polar code construction can be reduced, and in turn, the complexity of the positions of information bits in the Polar code construction can be decreased, and the performance of Polar codes can be improved.
