The invention proposes a terminal charging device and a terminal, and the device comprises a piezoelectric cantilever beam, a rectification unit, and an energy storage element. The piezoelectric cantilever beam comprises a support beam, and a piezoelectric element disposed on the surface of the support beam. The rectification unit is arranged to convert an alternating current generated by the piezoelectric cantilever beam into a direct current, and stores the electric energy in the energy storage element through the direct current. According to the above technical scheme of the invention, the piezoelectric cantilever beam enables the mechanical energy of widespread vibration in an environment to be converted into electric energy in a mode of piezoelectric conversion, and stores the electric energy in the energy storage element, thereby supplying power to the terminal. In particular, the device can supply electric energy to low-power-consumption portable electronic products conveniently, is convenient to use, is not limited by the environment, and is high in energy conversion efficiency. A piezoelectric material is safe and nontoxic, and causes no damage to the environment and a human body.
