The invention discloses an HARQ-ACK (Hybrid Automatic Repeat-Request Acknowledgement) transmission method of an enhanced carrier aggregation system. The transmission method comprises the steps that UE determines a bit number thereof required for sending HARQ-ACK feedback information on one uplink subframe; the UE determines a bit number of UCI transmitted on the uplink subframe according to the bit number for sending the HARQ-ACK feedback information on the uplink subframe and/or a CSI (Channel State Information) bit number and/or an SR (Scheduling Request) bit number; and the UE determining the format of a PUCCH (Physical Uplink Control Channel) used for transmitting uplink control information and transmitting resources of the PUCCH according to the bit number of the UCI transmitted on the uplink subframe. By applying the method and the device disclosed by the invention, UCI can be transmitted on different uplink subframes according to different PUCCH formats.
