According to an embodiment, there are included: a step (S11) in which an E-UTRAN transmits, to a radio terminal (UE), an MDT configuration message including a measurement trigger; a step (S14) in which if an event corresponding to the measurement trigger occurs during an idle state after the radio terminal (UE) sets the measurement trigger, which is included in the MDT configuration message received from the E-UTRAN, to the radio terminal (UE), then the radio terminal (UE) measures a radio environment and records the measurement data including the measurement result and also including the positional information; a step (S16) in which when the radio terminal (UE) transitions from the idle state to a connected state, the radio terminal (UE) transmits, to the E-UTRAN, trigger type information indicating the measurement trigger; and a step (S17) in which the E-UTRAN determines, on the basis of the trigger type information from the radio terminal (UE), whether to request the radio terminal (UE) to transmit the measurement data.
