Abstract

Then, a background rendering unit (37) renders background information (94) in a region other than the region of the subject (92) in the moving image. An effect application unit (36) causes a video effect to act on the region of the subject (92) on the basis of strength of the video effect to act on the region of the subject (92), the strength being determined by an effect strength calculation unit (35) in accordance with a distance from a camera to the subject (92) (information on moving image acquisition environment). A video combining unit (38) combines the region of the subject (92) on which the effect application unit (36) has caused the video effect to act and the background information (94) rendered by the background rendering unit (37), to generate combined video (95).
