An external compensation GOA circuit and a display panel. A random detection signal output branch (22) is newly added, a first output waveform, satisfying normal driving, of a scanning signal line is output in normal time, and a second output waveform, satisfying blanking time random detection, of the scanning signal line is output in blanking time, so that a threshold voltage value of a driving transistor can be randomly detected by using the blanking time of a scanning signal, external real-time compensation of threshold voltage drift is further implemented, the uniformity of picture display is improved, and the display service life of the panel is prolonged.
