A gazing point acquisition unit 470 in a compression encoding unit 422 of a server 400 acquires position information of a user's gazing point with respect to a moving image which is generated by an image generation unit 420 and which is displayed by a client. An attention degree estimation unit 472 estimates the degree of attention for each unit region formed by dividing a frame plane on the basis of the position of the gazing point. A compression encoding processing unit 474 compresses and encodes the moving image by varying a compression rate on the frame plane on the basis of the distribution of degrees of attention. A communication unit 426 transmits compressed and encoded data to an image processing device 200.
