The present invention provides a signal modulation device and a terminal that can solve the problem in which existing QAM high-order modulation solutions, while improving the efficiency of frequency bands, increase the peak-to-average ratio. The device of the invention comprises: a conversion module, the conversion module performing conversion processing on a coded baseband signal, and outputting an in-phase signal sequence and a quadrature signal sequence; a coding expansion module connected to the conversion module, the coding expansion module respectively performing expansion processing on the in-phase signal sequence and the quadrature signal sequence, and outputting an in-phase signal coding sequence and a quadrature signal coding sequence; and a modulation module connected to the coding expansion module, the modulation module modulating the in-phase signal coding sequence and the quadrature signal coding sequence, and outputting a radio frequency signal.
