The present invention relates to a position monitoring system and method, the system comprising: a terminal to be monitored, which is attached to a subject to be monitored, so that the horizontal position and the vertical position of the subject to be monitored can be monitored within a predefined two-dimensional boundary, after authentication of the subject to be monitored is complete; a relay device provided within the two-dimensional boundary so as to communicate with the terminal to be monitored; and a control device, which three-dimensionally monitors, through the relay device, the position of the terminal to be monitored, so as to monitor whether the horizontal position and the vertical position of the subject to be monitored exist within the two-dimensional boundary.
