A soft lifting apparatus, a grinding wheel cutting apparatus, and a cutting method, for use in providing soft lifting for a rod material (103). The soft lifting apparatus comprises: a lifting frame, multiple V-shaped plates, multiple floating springs, and a first hydraulic cylinder. The lifting frame comprises: a hydraulic cylinder mounting plate (901), a vertically movable plate (902), four guide rods (903), and a base plate (904), where the hydraulic cylinder mounting plate (901) and the vertically movable plate (902) are mounted on the four guide rods (903). The first hydraulic cylinder is mounted on the hydraulic cylinder mounting plate (901). The vertically movable plate (902) is provided below the hydraulic cylinder mounting plate (901). The first hydraulic cylinder acts on the vertically movable plate (902) via a top plate (911). The floating spring is provided between the top plate (911) and the vertically movable plate (902). A sprocket for lifting the rod material is mounted on the base plate (904). The guide rods (903) are symmetrically mounted on either side of the sprocket. The V-shaped plate is provided on a chain plate of the sprocket via a stop screw. The cutting apparatus cuts steadily in a soft lifted state and prevents during a cutting process a product from being swung and broken or the cutting of a grinding wheel from being affected, thus preventing the occurrence of a safety incident.
