A display panel (100) and a display device, comprising a display region (110), a light-transmitting region (130), and an annular region (120); the display region (110) surrounds the annular region (120), and the annular region (120) surrounds the light-transmitting region (130); the display region (110) comprises a substrate (101), a first inorganic layer (102) disposed on the substrate (101), an organic stacked layer (103) disposed at a side of the inorganic layer (102) away from the substrate (101), an organic light-emitting layer (104) disposed at a side of the organic stacked layer (103) away from the inorganic layer (102), and a thin film packaging layer (105) disposed at a side of the organic light-emitting layer (104) away from the organic stacked layer (103); the light-transmitting region (130) penetrates through the display panel (100), and the annular region (120) is formed on the first inorganic layer (102) and is covered by the thin film packaging layer (105).
