Provided are: a water-and-oil repellent layer-attached substrate having improved long-term wear resistance reliability; and a method for manufacturing same. The water-and-oil repellent layer-attached substrate has: a substrate; an underlayer formed on the surface of the substrate; and a water-and-oil repellent layer formed on the surface of the underlayer in this order, and is characterized by having an alkali deficiency index of greater than 0.0 as determined from a depth profile which is created by X-ray photoelectron spectroscopy (XPS) using C60 ion sputtering from the surface of the water-and-oil repellent layer, and in which the total concentration of fluorine, silicon, aluminum, alkali metal elements, and oxygen is 100 at%.

L'invention concerne : un substrat fixé à une couche hydrofuge et oléofuge présentant une fiabilité de résistance à l'usure à long terme améliorée ; et un procédé pour sa fabrication. Le substrat fixé à une couche hydrofuge et oléofuge comprend : un substrat ; une sous-couche formée sur la surface du substrat ; et une couche hydrofuge et oléofuge formée sur la surface de la sous-couche, dans cet ordre, et est caractérisé en ce qu'il présente un indice de déficit en alcali supérieur à 0,0 tel que déterminé à partir d'un profil de profondeur qui est créé par spectroscopie photoélectronique à rayons X (XPS) à l'aide d'une pulvérisation d'ions C60 à partir de la surface de la couche hydrofuge et oléofuge et dans lequel la concentration totale en fluor, en silicium, en aluminium, en éléments de métal alcalin et en oxygène vaut 100 % en atome.
