The present invention provides dynamic-image encoding and decoding techniques with which highly efficient image encoding/decoding processing can be realized with a low load. The present invention provides a dynamic-image encoding device which performs affine transform in units of encoding blocks. The dynamic-image encoding device is provided with: an affine inheriting merge candidate deriving unit which derives an affine inheriting merge candidate inheriting an affine model that a block spatially proximate to a block to be encoded has; an affine constructing merge candidate deriving unit which derives an affine constructing merge candidate from a plurality of motion information items that a block spatially or temporally proximate to the block to be coded has; and an affine fixing merge candidate deriving unit which derives an affine fixing merge candidate in which motion information pertaining to an affine control point is fixed. The dynamic-image encoding device is characterized in that the affine fixing merge candidate fixes the motion vector of each affine control point to (0,0).

La présente invention concerne des techniques de codage et de décodage d'image dynamique par lesquelles un traitement hautement efficace de codage/décodage d'image peut être réalisé selon une faible charge. La présente invention concerne un dispositif de codage d'image dynamique effectuant une transformation affine dans des unités de blocs de codage.
