An image decoding device 30 according to the present invention is provided with: a motion compensation prediction unit 34b1 which generates, on the basis of a motion vector by a block unit and information about a reference frame, a prediction image signal of a block to be predicted; an overlapped motion compensation unit 34b3 which performs an overlapped motion compensation process for correcting the prediction image signal of the block to be predicted by weighted-averaging the prediction image signal of the block to be predicted and a prediction image signal generated on the basis of a motion vector of adjacent block of the block to be predicted and the information about the reference frame; and a determination unit 34b2 which determines whether the overlapped motion compensation process is applied to the block to be predicted, wherein the determination unit 34b2 determines the application of the overlapped motion compensation process to the block to be predicted, when unidirectional prediction has been applied to the adjacent block.

本発明に係る画像復号装置30は、ブロック単位の動きベクトル及び参照フレームに係る情報に基づいて、予測対象ブロックの予測画像信号を生成する動き補償予測部34b1と、予測対象ブロックの予測画像信号と、予測対象ブロックの隣接ブロックの動きベクトル及び参照フレームに係る情報に基づいて生成される予測画像信号とを加重平均することによって、予測対象ブロックの予測画像信号を補正する重複動き補償処理を行う重複動き補償部34b3と、予測対象ブロックに対して重複動き補償処理を適用するかについて判定する判定部34b2とを備え、判定部34b2は、隣接ブロックに片方向予測が適用されている場合、予測対象ブロックに対して重複動き補償処理を適用すると判定する。
