Embodiments of the present application provide a video processing method and device, capable of overcoming dependence between multiple image blocks such that the multiple image blocks can be encoded or decoded independently. The method comprises: obtaining a historical motion information candidate list for encoding or decoding each of a plurality of first image blocks comprised in a first region of a current frame, wherein the historical motion information candidate list is obtained on the basis of motion information of second image blocks, and the second image blocks are already encoded or decoded image blocks excluded from image blocks comprised in the first region; and encoding or decoding each of the first image blocks according to the historical motion information candidate list.

Selon des modes de réalisation, la présente invention concerne un procédé et un dispositif de traitement vidéo pouvant surmonter la dépendance entre de multiples blocs d'image de telle sorte que les multiples blocs d'image peuvent être codés ou décodés indépendamment. Le procédé consiste : à obtenir une liste d'informations de mouvement historiques candidates pour coder ou décoder chacun d'une pluralité de premiers blocs d'image compris dans une première région d'une image actuelle, la liste d'informations de mouvement historiques candidates étant obtenue sur la base d'informations de mouvement de seconds blocs d'image, et les seconds blocs d'image étant déjà codés ou décodés des blocs d'image exclus des blocs d'image compris dans la première région ; et à coder ou décoder chacun des premiers blocs d'image selon la liste d'informations de mouvement historiques candidates.
