A rotating electrical machine (10) comprises: a field element (40); and an armature (50) having a multi-phase armature winding (51) and a base member (52) to which the armature winding is fixed. The armature winding includes conductive wire parts (81, 82) that are disposed at prescribed intervals in the circumferential direction at positions opposing the field element. The base member is formed from a magnetic material in a cylindrical shape or a columnar shape. The inner circumferential surface or outer circumferential surface of the base member is covered by a film-like sheet member (1000), and the conductive wire parts are adhered via the sheet member. The sheet member is made of a thermoplastic resin which is a non-magnetic material. The conductive wire parts are at least partially embedded in the sheet member in the radial direction so that a base member-side circumferential surface (1082a) of each conductive wire part is positioned more toward the base member side in the radial direction than a field magneton-side circumferential surface (1001) of the sheet member.
