The present disclosure relates to an image capturing element and an image capturing device and method that are capable of suppressing a reduction in communication safety. The image of a subject is captured, a captured image is generated, and a predetermined feature quantity to be outputted externally is extracted from the generated captured image. For example, an image capturing unit that captures an image of a subject and generates a captured image, and a feature quantity extracting unit that extracts, from the captured image generated by the image capturing unit, a predetermined feature quantity to be outputted externally, are packaged and are formed on different substrates. The present disclosure can be applied to, for example, an image capturing element, an image capturing device, an image processing device, a transmission device, or a communication device.
