A flexible OLED device (10), including a flexible substrate (120), a buffer layer (140), an inorganic layer (130), a first gate insulating layer (150), a second gate insulating layer (160), a dielectric layer (170), a planarization layer (180), a pixel definition layer (190), a driving transistor (T2), an organic light-emitting diode (12), data voltage leads (300) and driving voltage leads (302, 304). The driving voltage leads (302, 304) are connected to a driving voltage end by means of a first through hole (401) passing through the second gate insulating layer (160), the first gate insulating layer (150), the inorganic layer (130) and the buffer layer (140) and a second through hole (402) passing through the dielectric layer (170).
