We claim:

1. An ear tag device for administration of a therapeutic, prophylactic and/or diagnostic or identification agent to a livestock or domestic pet animal comprising

means for delivering one or more therapeutic, prophylactic, diagnostic or identifying agent to the dermis of the ear of an animal, and means for securing the ear tag to the ear with the means in proximity to the skin to insure penetration of the agent into the dermis.

2. The ear tag device of claim 1 wherein the therapeutic agent is selected from the group consisting of antiinfectives, trace elements and probiotics and the prophylactic agent is a vaccine.

3. The ear tag device of claims 1 or 2 wherein means for delivering the agent is micro and/or macroneedles and/or an elastomeric membrane or hydrogel.

4. The ear tag device of any one of claims 1-3 wherein the ear tag is secured in the ear by one or more posts penetrating through the ear.

5. The ear tag device of any one of claims 1-4 wherein the ear tag device comprises a male member with a shaft and tip that penetrates the ear into the shaft of a female member which secures the ear tag in abutment with both sides of the ear.

6. The ear tag device of any one of claims 1-5 further comprising a reservoir for agent to be delivered.

7. The ear tag device of any one of claims 1-6 comprising a base having secured thereon microneedles which penetrate into the dermis of the ear when the base is secured in abutment to the ear.

8. The ear tag device of any one of claims 1-7 wherein the microneedles have agent dispersed therein, thereon or are formed of agent to be delivered, optionally comprising a coating to regulate release of agent.

9. The ear tag device of any one of claims 1-8 wherein the delivery means provides continuous, pulsed and/or delayed release of agent.

10. The ear tag device of any one of claims 1-9 wherein the ear tag device is positioned around the edge of the ear, not just on either side, or is secured so that it only penetrates one side of the ear.

11. The ear tag device of any one of claims 1-10 wherein the ear tag device comprises a spring contacting the delivery means and moving it towards the ear, thereby facilitating penetration of agent either from the elastomeric membrane or hydrogel and/or microneedles into the dermis of the ear.

12. The ear tag device of any one of claims 1-llcomprises a trigger to facilitate positioning of the delivery means into the ear.

13. The ear tag device of any one of claims 1-12 comprising

microneedles of different dimensions, effecting release of agent at different times and/or penetrating into different parts of the dermis.

14. The ear tag devices of any one of claims 1-13 comprising channels or pores to avoid pressure necrosis and/or to increase access of air to the skin to which the delivery means is applied.

15. The ear tag devices of any one of claims 1-14 wherein the delivery devices are positioned on and/or within a shaft that penetrates the ear to secure the male member to the female member, optionally wherein the delivery devices are an elastomeric membrane and/or hydrogel, microneedles which may be barbed, and/or a reservoir in the shaft.

16. A delivery means as defined by any one of claims 1-15 for use with a livestock identification ear tag, where the delivery means has a hole in the delivery means through which the shaft of the male member of the ear tag penetrates and secures the delivery means in juxtaposition with the ear when the shaft is inserted into and secured by the female member.

17. A method of making the ear tag device of any one of claims 1-16 comprising

forming delivery means selected from the group consisting of microneedles or an elastomeric membrane or hydrogel on a support structure, the delivery means having thereon or therein therapeutic,

prophylactic and/or diagnostic or identification agent for administration to a livestock or domestic pet animal, and

providing means for securing the ear tag to the ear with the means in proximity to the skin to insure penetration of the agent into the dermis.

18. The method of claim 17 wherein the delivery means are microneedles having agent incorporated therein or thereon.

19. The method of claim 19 comprising forming the microneedles by micromolding, from the agent or a mixture of agent and excipient, optionally further applying a release controlling coating on the microneedles.

20. The method of claim 17 comprising providing a reservoir in combination with an elastomeric membrane or hydrogel as the delivery means.

21. A method of applying the ear tag device of any one of claims 1-15 comprising placing the male member of the ear tag in one arm of a clamping device and the female member of the ear tag in the other arm of the clamping device, placing the arms on opposite side of an animal ear, with the delivery means in juxtaposition with at least the less hairy side of the animal’s ear, and compressing the arms of the clamping device to secure the male and female members of the ear tag to each other, with the delivery means in secure contact with the skin of the animal’s ear.

22. A kit comprising the ear tag of any one of claims 1-15 and a clamping device for application to an animal’s ear.
