Provided are a device and a method which make it possible to obtain a watermark that can be recorded easily and does not significantly impair the appearance of printed matter. The device comprises: a watermark recording unit (214) that records a watermark dot having a color having a small difference with a region color of a region in which watermark is recorded; and a watermark recording mode determination unit (213) that determines a color of the watermark dot. The watermark recording mode determination unit (213) determines the color of the watermark dot so that a wavelength difference Δλ representing a difference between a color wavelength of the watermark dot and a region color wavelength of a region in which the watermark dot is recorded becomes less than wavelength resolution of a human eye. In addition, the color of the watermark dot is determined so that the wavelength difference Δλ becomes greater than or equal to wavelength resolution of a spectral camera (hyper spectral camera) (141) that shoots a watermark analysis image.
