A display panel (300) and a display device (400) comprise: a first substrate (100); a second substrate (200) disposed opposite to the first substrate (100); a common electrode (110) disposed on the first substrate (100); a scan line (210) disposed on the second substrate (200); a data line (220) disposed on the second substrate (200); and a pixel electrode (230) disposed on the second substrate (200), wherein charging of the pixel electrode (230) is controlled by the scan line (210), and the pixel electrode (230) partially overlaps the scan line (210) and/or the data line (220).
