The present invention achieves a polymer substrate with a hard coat layer that has both a high resistance to the environment and a high resistance to abrasion. This polymer substrate with a hard coat layer comprises a polymer substrate (50), a cured base layer (70), and a silicon oxide layer (80), which have been layered directly in this order, wherein the cured base layer (70) is 1 to 20 μm thick and contains a hydrolytic condensate of a silicon compound, the hydrolytic condensate of a silicon compound contains a composite resin (A) from the bonding, via a specific bond, of a vinyl-based polymer segment (a2) and a polysiloxane segment (a1) having a specific structural unit and a silanol group and/or a hydrolyzable silyl group, the silicon oxide layer (80) satisfies conditions (a1) at a position that is 0.04 μm in the thickness direction from the interface between the cured base layer (70) and the silicon oxide layer (80), and satisfies conditions (a3) on the surface facing away from the interface: (a1) when the chemical composition is represented by SiOxCyHz, x is in a range of 1.93 to 1.98, y is in a range of 0.04 to 0.15, and z is in a range of 0.10 to 0.50; and (a3) when the chemical composition is represented by SiOxCyHz, x is in a range of 1.94 to 2.02, y is in a range of 0.05 to 0.16, and z is in a range of 0.20 to 0.50.
