In order to address the problem that a method by which the context-adaptive binary arithmetic coding (CABAC) state of a target picture is initialized by reference to the CABAC state of a processed picture involves storage in a quantization step-based prediction table, and is therefore unable to provide sufficient performance in an encoder using rate control (other than fixed quantization), the present invention provides an image decoding device for decoding coded data that are variable-length coded, the image decoding device provided with: an entropy decoding unit for decoding a CABAC temporal prediction flag; and a CABAC initialization unit which initializes the CABAC state at the head of segments constituting a picture. The image decoding device is characterized in that the CABAC initialization unit initializes the CABAC state using a temporal prediction table holding the CABAC state when the CABAC temporal prediction flag is one, and initializes the CABAC state using an initialization table when the CABAC temporal prediction flag is zero.
