Provided are a method and device for determining a PHR, and user equipment, a system and a storage medium, wherein when the PHR is reported on the first carrier, the transmission resource on the first carrier for sending the PHR can be determined, then the reference time period of a second carrier, other than the first carrier, among a plurality of carriers is determined according to the determined transmission resource, and the PHR generation mode of the second carrier is determined according to the uplink transmission or uplink transmission scheduling information of the second carrier within the reference time period.
