A base station apparatus (100) controlling a radio communication with a terminal apparatus (200) using a first radio frequency comprises: a control unit (124) that controls a time period during which the terminal apparatus (200) can measure a second radio frequency different from the first radio frequency; a transmission unit (140) that transmits, to the terminal apparatus (200), a control signal including information related to the second radio frequency and the time period; and a forwarding unit (110) that, if data addressed to the terminal apparatus (200) is generated during the time period, forwards the data.

Selon la présente invention, un appareil de station de base (100) commandant une communication radio avec un appareil terminal (200) à l'aide d'une première fréquence radio comprend : une unité de commande (124) qui commande une période de temps pendant laquelle l'appareil terminal (200) peut mesurer une seconde fréquence radio différente de la première fréquence radio ; une unité de transmission (140) qui transmet, à l'appareil terminal (200), un signal de commande comprenant des informations relatives à la seconde fréquence radio et à la période de temps ; et une unité de transfert (110) qui, si des données adressées à l'appareil terminal (200) sont générées pendant la période de temps, transmet les données.
