Abstract:
(EN) The present invention relates to a method for developing and designing a standard code for a marine hazardous and noxious substance (HNS) accident in order to arrange a system capable of systematically expressing and databasing HSN accidents, in response to the increasing importance of HNS management according to the increase in HNS accidents, the method comprising: an accident occurrence step of recognizing occurrence of an HNS accident that has occurred on a ship at sea; an initial accident information collection step of collecting initial accident information according to the occurrence of the HNS accident; an accident response step of responding to the accident according to the collected initial accident information; and an accident investigation step of investigating a result obtained by performing the accident occurrence step, the initial accident information collection step, and the accident response step. Accordingly, the method can more reliably cope with a disaster caused by an HNS.
(FR) La présente invention concerne un procédé de développement et de conception d'un code standard pour un accident de substances nocives et dangereuses marines (HNS) afin de configurer un système apte à exprimer et à mettre en base de données de manière systématique des accidents HNS, en réponse à l'importance croissante de la gestion de HNS conformément à l'augmentation des accidents de HNS, le procédé comprenant les étapes suivantes : une étape de survenance d'accident consistant à reconnaître la survenance d'un accident HNS qui s'est produit sur un navire en mer ; une étape de collecte d'informations d'accident initiales consistant à collecter des informations d'accident initiales en fonction de la survenance de l'accident HNS ; une étape de réponse d'accident consistant à répondre à l'accident selon les informations d'accident initiales collectées ; et une étape d'enquête d'accident consistant à examiner un résultat obtenu par la réalisation de l'étape de survenance d'accident, de l'étape de collecte d'informations d'accident initiales et de l'étape de réponse d'accident. En conséquence, le procédé peut faire face de manière plus fiable à une catastrophe provoquée par un HNS.
(KO) 본 발명은 HNS 사고의 증가에 따라 HNS 관리에 대한 중요성이 부각되고 있으며 이에 따라 HNS 사고를 체계적으로 표현하여 데이터베이스(Database)화 할 수 있는 체계를 마련하기 위해 해상 HNS 사고사례 표준코드를 개발한 해상 위험유해물질 사고 표준코드 설계 방법에 관한 것으로서, 해상의 선박에서 발생한 HNS 사고 발생을 인지하는 사고발생단계; 상기 HNS 사고 발생에 따른 사고초기정보를 수집하는 사고초기정보 수집단계; 상기 수집된 사고초기정보에 따라 사고를 대응하는 사고대응단계; 및 사고발생단계, 상기 사고초기정보 수집단계 및 상기 사고대응단계에 의한 결과를 조사하는 사고조사단계;를 포함하여 구성되어 HNS에 의해 발생하는 재난에 보다 안정적으로 대처할 수 있는 효과가 있다.
