Abstract:
A no-travel area plan generation unit 4 generates a plan for a no-travel area, which is set as an area in which a self-driving vehicle 10 can travel, but will not travel. A negotiation area information reception unit 9 receives, from another vehicle, information related to one or more negotiation areas for which the inclusion in the no-travel area is to be negotiated, said negotiation areas being areas outside the no-travel area. A permitted area determination unit 35 calculates, for each of the negotiation areas, a first value, i.e. the value of the negotiation area indicated by the information to the self-driving vehicle 10, and determines, on the basis of the first value calculated for each of the negotiation areas, whether one of the negotiation areas is to be permitted to be included in the no-travel area, or whether none of the negotiation areas are to be included in the no-travel area. If the permitted area determination unit 35 determines that one of the negotiation areas is to be permitted to be included in the no-travel area, the no-travel area plan generation unit 4 generates a new plan for the no-travel area obtained by including said negotiation area in the no-travel area.
