A system and method for co-treating organic wastewater and industrial solid waste. The method comprises the following steps: 1) desulfurized gypsum, aluminum ash, carbide slag, coal gangue, iron tailings, and a part of organic wastewater are mixed to obtain a mixed solution, or desulfurized gypsum, carbide slag, aluminum ash, dealkalized red mud, and a part of organic wastewater are mixed to obtain a mixture, the water content of the mixture being 60%-70%; 2) the mixture is wet-pulverized, then materials obtained after wet-pulverizing are homogenized to obtain slurry, and the slurry is mechanically pressed, filtered and dehydrated to obtain paste; 3) the other part of organic wastewater is concentrated, and then enters a rotary kiln together with the paste, calcining is performed at high temperature to obtain a base material, and coal dust is sprayed into the rotary kiln during the high-temperature calcining process, so that the coal dust, the paste, and organic matters in the concentrated organic wastewater are burnt.
