The present invention relates to an upward-facing marker, image processing device, image processing method, and program that make it possible to accurately detect an upward-facing marker in a photographed image in which the upward-facing marker has been photographed. The upward-facing marker has a flat shape within which a plurality of concentric circles are disposed such that adjacent circles have different colors. A candidate area extraction unit extracts, from the photographed image in which the upward-facing marker has been photographed, candidate areas that are candidates for the area in which the upward-facing marker is shown, and a feature value extraction unit extracts feature values for the candidate areas. An identification unit identifies the upward-facing marker on the basis of the feature values. This invention can be used, for example, when detecting an upward-facing marker installed on the ground in an aerially photographed image.
